Universities

In addition to the annual quotas, some categories of students can access university courses and specialisation schools, on equal terms with Italian students (and within the limits of the availability of each university). These categories are defined by Art. 39, paragraph 5, of the Consolidated Act (as amended by Law 189/2002) and include:
• Foreigners with a residence card or a residence permit for employment or self-employment, for family reasons, political asylum, humanitarian asylum, or religious reasons
• Foreigners who have been legal residents for at least one year and who have a high school degree achieved in Italy
• Foreigners with a degree obtained in Italian schools abroad or in schools under bilateral agreements.

Within their autonomy and the limits of their financial resources, Universities promote foreigners’ access to university courses. They stipulate special agreements with foreign universities for student
mobility, they organise orientation and reception activities and take EU guidelines on the subject into account, especially as regards the inclusion of a quota of foreign university students.
