Regional intervention plan for the integration of third-country nationals legally residing in Italy 2018-2020

The IMPACT project is financed within the framework of the Multi-Action Call No. 1/2018 for submission of projects to be financed by the Asylum Migration and Integration Fund (AMIF) 2014-2020 - SO2 Integration/Legal Migration - NO2 Integration - to consolidate the Regional Action Plans for the integration of third country nationals, published by Ministerial Decree 29 of 1 March 2018.

The IMPACT Sardegna project (PROG 2400) is implemented by the Region of Sardinia (Department of Labour, Vocational Training, Cooperation and Social Security) in partnership with ExFor, Studio Progetto 2, and IAL, and financed by the AMIF Fund with a grant of € 463,367.82.

The 24-month project, with a € 463,367.82 budget, aims at consolidating the territorial system of governance in the field of integration of third country nationals. Its objective is to finalise policies and services, to engage all the actors involved, and to increase the complementarity of the actual interventions with the national and regional resources deployed.

The project intends to act positively on the different components and moments of citizens’ life: school, specialised training, job search, access to local services, awareness of the local area, access to information, active participation in social and cultural life.

The actions are aimed at (1) reducing the gap between Sardinian and foreign students so that the latter can take full advantage of school education, accessing the same opportunities as their Sardinian peers; (2) increasing foreigners’ professional skills so they can compete in the labour market; (3) supporting operators in the sector so that they can provide foreigners with more effective assistance; (4) increasing the level of awareness of migration phenomena in Sardinian citizens by fostering a greater spirit of acceptance and encouraging the participation and the involvement of foreign citizens as bearers of demands and needs.
The multi-actor methodology involves schools, associations, and reception centres in the identification of beneficiaries. It involves regional authorities and other institutional actors in strengthening governance and coordinating actions with other measures on the territory.

The Project is divided into four different actions co-designed with the Temporary Groups identified by a public call:
Action 01 - Qualifying the school system in multicultural contexts, including actions against early school leaving (RT Cooperativa Sociale Studio e Progetto 2, Cooperativa Sociale Panta Rei Sardegna, Associazione NUR, Cooperativa Sociale La Carovana)
Action 02 - Supporting access to services for integration (RT ExFor, IFOA, IDOS)
Action 03 - Professional information services, via regional and territorial communication channels (RT ExFor, IFOA, IDOS)
Action 04 - Promotion of migrants’ active participation in economic, social, and cultural life, also by valorising associations (RT IAL Sardegna, ACLI Cagliari).
